Adding a new Labelling authority in LME
The LME has been designed so as to be able to support addition of new labeling authorities. This is an iterative process that extends LME for the possible new labeling criteria and language(s) of the new labeling authority.
The following figures present the methodological workflow for extending the LME to support new Labeling Authorities. The corresponding tables analyse the required steps and their respective costs.

| Step ID | Title | Description | PD Estimation |
| Add a new organization to the system | |||
| STEP 1 | Define Authority Information | Add the details of the corresponding authority | ~0.1 |
| STEP 2 | Create Experts Account | Create accounts for the users of the system | ~0.1 |
| Migrate existing Labels [OPTIONAL] | |||
| STEP 3 | Convert Vocabulary to RDF | If the authority does not uses RDF vocabulary it must be converted to RDF | N/A |
| STEP 4 | Conformance Test with RDF-CL/POWDER | Test if the vocabulary conforms RDF-CL/POWDER formats | ~0.5 |
| STEP 5 | Migrate Existing Labels [OPTIONAL] | Transform existing Labels to the RDF-CL and/or POWDER format | ~5 |

| Step ID | Title | Description | PD Estimation |
| Add a new vocabulary to the system [OPTIONAL] | |||
| STEP 6a | Update RDF-CL table | Add the criteria of the vocabulary in the AQUA criteria database | ~0.5 |
| STEP 6b | Update POWDER table | Add the criteria of the vocabulary in the AQUA criteria database | ~0.5 |
| Update the User Interface | |||
| STEP 7 | Update XHTML Templates | Update existing Templates, so as to navigate to the new vocabulary editing page. Create a new Template for the new vocabulary. | 2-5 |
| STEP 8 | Update Java Beans | Update Java Beans in order to achieve communication between the database and the new user interface | ~1 |
| Extend the POWDER and/or the RDF-CL Label Generation Engine | |||
| STEP 9 | Update RDF-CL Engine | This engine produces RDF-CL files | ~0.5 |
| STEP 10 | Update POWDER Engine | This engine produces POWDER XML files | ~0.5 |
Publishing the Labels via the QUATRO Plus end-user tools
In order for ViQ+, LADI, the QSN and any future label consuming applications to become aware of the existence of labels from a new Labeling Authority, the authority’s repositories must be linked to the QUATRO Plus Proxy (QUAPRO Plus).
Linking to the QUAPRO Plus service requires a Data Access module (DAcc) which implements the relevant WSDL specification defined by the QUATRO Plus Consortium. Furthermore, the access point of the new DAcc module must be included in the QUATRO Plus configuration.
The implementation of a DAcc service, from the experience of the project’s technical experts, requires 1 to 3 PDs. The re-configuration of QUAPRO Plus does not require any particular effort.
